DA bans fire arms, extraction of medicinal plant
ZIRO, Sept 10: District Magistrate, Lower Subansiri Kanki Darang has issued prohibitory orders under section 144 Cr Pc against carrying and use of firearms in the jungles, sale of air gun/rifles and ammunition, extraction of forest products including medicinal plants and its parts particularly Paris Polyphylla and its marketing within the territorial jurisdiction of the district for a period of six months from the issue of this order.
The ban also includes sale and hunting of wildlife meat/birds/fish, destruction of flora and fauna, burning of jungle and felling of trees.
Anyone found violating the order shall be liable for punishment of not less than three years of imprisonment and not less that Rs. 25000 as fine under the Wildlife Protection Act.1972. (DIPRO)

APPRCEA seeks pay enhancement
ITANAGAR, Sept 10: The Arunachal Pradesh Panchayati Raj Contractual Employees Association (APPRCEA) has sought pay enhancement for computer assistants, peons and drivers serving in the department. The association also sought the salaries to be deposited in personal SBI accounts.
The association served a memorandum to the Commissioner, Panchayati Raj Institution in this regard. Its other demands include continuation of service and no termination of contractual employees without proper investigation.
Biometric enrolment at Seppa
ITANAGAR, Sept 10: Biometric enrolment for Aadhar card for East Kameng district under National Population Register begun today at Seppa with the enrolment of Sandeep Kumar Singh, DC East Kameng. To ease out the exercise, the district has been divided and demarcated into various blocks and accordingly, date and venue have been allotted to each block. Enrolment of individuals falling under the particular block or area will be done on the specific date and venue allotted to the block. DC East Kameng has made an appeal to the people of the district to come and enroll on scheduled date and venue.
Further he requested the people to come and visit the District Statistical Office, Seppa (Nodal Office for registration of NPR and Biometric enrolment) for complete information.
SBI customer service point inaugurated
ITANAGAR, Sept 10: The customer service point (CSP) of SBI Daporijo was inaugurated on Sept 6 last. The CSP was inaugurated in presence of Robert Rohmingliana (Field Officer, SBI Daporijo) and Mahipal Singh, coordinator of Society for Advance Village & Economy (SAVE).
Raja Bayor who owns the CSP informed that new saving account opening, small transaction & RRD (Rural Recurring Deposits) can be done by the customer at CSP. Mahipal Singh, coordinator of SAVE informed that CSP Daporijo is directly linked up with SBI branches all over India.
APLS sitting rearranged
ITANAGAR, Sep 10: The Arunachal Pradesh Literary Society (APLS) is going to bring a minor modification in the schedule of its literary sittings from the upcoming edition viz the 71st APLS session with the second Sunday being replaced by second Saturday of every month.
From now on, the usual session of Arunachal Pradesh Literary Society will be conducted on second Saturday of every month instead of the earlier second Sunday, informed APLS president Y D Thongchi. He added that the change has been necessitated owing to the rescheduling of Museum’s working days.

a cash reward of Rs 7 lakh for information leading to arrest of S S Khaplang, Chief

"S S Khaplang is head of the NSCN (K) group and Niki Sumi is holding the charge of armed wing of the said group. They were closely associated with the decision to attack Assam Rifles personnel at Indira Gandhi Stadium, Kohima on March 26 and subsequent string of attacks on armed forces including the attack on 6 Dogra Regiment Convoy in Chandel district of Manipur on June 4 killing 18 Army personnel," the NIA said in a statement.
The agency said any member of the public giving any reliable information about the whereabouts of these hardcore terrorists that could lead to their arrest will be rewarded.

GBs will be held responsible for opium cultivation: DC
CHANGLANG, Sept 10: In an effort to curb widespread opium cultivation in the district, Changlang Deputy Commissioner Wayong Khimhunsaid that Gaon Burah (GBs) of the respective villages must help stop opium cultivations in their respective jurisdiction or face being held responsible by the administration for cultivation.
The DC asked them to report the district administration immediately on finding any area under opium cultivation within their jurisdiction.
The DC said this while inaugurating the three days awareness cum training programme of School Management Committee (SMC) and PRI members, GBs and teachers on RTE Acts, Drug Abuse, POCSO Acts, Inclusive Education and Beti Bachao Beti Padhao, organised by SSA District Mission, here at DIET Auditorium, Changlang today.
Stating that the GBs can play a key role in preventing illicit trafficking of opium and other contraband substances, he urged them to be vigilant adding that drug abuse is the main reason behind economic hardships. He appealed all to help teenagers avoid drugs in every possible way and live healthy productive lives.

DC Khosla was shocked by the quantum of damages in Mebo subdivision.
At Gadum, ASM Sinhadar Perme appealed the DC for resettlement of the villagers as a part of long term policy and further asked to provide one country boat, which the DC approved immediately.
Local leaders of the areas have appealed the DC for advance allocation of rice.

While visiting the flood submerged agriculture cultivated lands, the DC directed the Mebo ADC and agriculture officers to submit damage assessment report soon after the flood recedes.
She also observed that major damages have been done to the transmission lines, electric poles and water supply causing total disruption in these essential services. Khosla instructed the engineers of PHED to clean up all ring wells immediately after floods recede so that people can have potable water. She also took stock of lifesaving medicines of the Namsing PHC. Reviewing the situation and measures taken to control probable post flood epidemic, Khosla advised the health officials to adopt good environmental and effective solid waste management involving communities.
Local people lauded the untiring services rendered by the Medical Officer of Namsing PHC Dr. Oson Borang during the grim situation in the area and also in villages of bordering Lower Dibang Valley district.
Receiving report from the locals on death of few cattle recently, the DC ordered the veterinary officers to examine the cases and find the causes.

ITANAGAR, Sept 10: A committee was formed with the Deputy Commissioner as the Chairman and the SP (Traffic), DTO Capital Complex, DTO Yupia, Sr Station Superintendent, EAC Naharlagun and EAC (TPT) as members to fix taxi fare in the Capital complex.
This decision was taken at a preliminary meeting regarding taxi fare held today under the chairmanship of the Deputy Commissioner Itanagar Capital Complex Mige Kamki to plan out fare from Naharlagun Railway station to other destinations.
Citing that a systematic approach is needed while fixing the fares of the taxi, the DC informed that those vehicles that fulfill the criteria of Railway Authority and Management would be eligible to ply as taxi. The DC further informed that the rates for the prepaid taxis would be fixed first and other commercial vehicles would be considered later and such vehicles would ply within the Capital Complex as well as well as to the other districts and the rates would be fixed accordingly.
Hento Karga, EAC Naharlagun suggested that the committee members should carry out proper homework on prepaid taxis, including the kilometres from the Railway Station to other destination while also considering the fuel and other maintenance charges based on which an approximate rate should be fixed.

APSCW condemns rape incident, seeks status report
ITANAGAR, Sept 10: The Arunachal Pradesh State Commission for Women (APSCW) today strongly condemned the recent incident of rape and psychological harassment of a 7 year old student of Liitung Liimang Public School at Geku by her teacher.

Expressing concern over the rise in the instances of crime against children, especially against innocent and minor girl in the state in recent times, APSCW chairperson Mitali Tingkhatra said there is an urgent and serious need to deliberate on the issue by involving all the stakeholders and the public.
Mitali, who is also chairperson of the Arunachal Pradesh State Commission for Protection of Child Rights (APSCPCR) further said that the children are the future of the nation, they should be given an ample opportunity to realize their dreams and to live their life freely and with dignity.
“The perpetrators of most of these cases are those who were entrusted to protect and guide them. These call for checking the erosion and degradation in our morality and the need to impart value education among the masses” she added.
Winter Session could be advanced
to pass GST Bill: Naidu
NEW DELHI, Sept 11: The government, which had to give up its plan to call extended Monsoon Session of Parliament to get the GST Bill approved, said on Thursday that the Winter Session could be advanced immediately after the Bihar polls to pass the key reform measure, which it proposes to roll out from April next year.
Asking Congress, which virtually vetoed the government's plan to convene the special session, to "eschew from negative politics", Parliamentary Affairs Minister M Venkaiah Naidu said there is still scope for meeting the deadline for the GST Bill and expressed readiness to call an early Winter Session, which usually begins in the third week of November.
"I am terribly disappointed that we could not have the extended session to take up an important legislation like GST Bill, which is the need of the hour. But I have not given up my hope," he said here.
To a question on whether the government is still hopeful that it will be able to roll out GST from April 2016, Naidu replied in affirmative, saying there is still scope for this.
He indicated that the government is toying with the idea of the Winter Session immediately after the Bihar polls are over on November 8.
"Still there is scope. Once the Bihar elections are over, we can make one more effort. We have the Winter Session. It can be preponed. We can still meet the deadline," he said.
Holding that the public opinion is very strongly in favour of the GST Bill, Naidu said he was hopeful that Congress may revisit its stand on the issue.
He said Congress had participated in the debate over Lalit Modi controversy in Lok Sabha after earlier taking the stand of "no resignation, no discussion". PTI

This ain’t a ballad
Dear Editor,
It’s really surprising to gulp the truth that this year also I am not included in the absorbing list. Despair and helplessness written large on my face. I believe I have given the best years of my life into facilitating the ever growing young minds of every school I came along in the best possible way I could.
I had a temper like many others, winning was everything. But life is bigger than that, we should take the larger view over the horizon, then, we will see there is a whole world out there. Not to see the good in others is to deny their talent, is to lack generosity. All of the time we talk about quality Education. Where this quality does comes from? – Dedication, sincerity, enthusiasm, willingness, caring, concern makes quality I suppose. I question the Government, if you don’t see, does it not exist? Whenever we reward positive behaviour, it gets repeated, but when we reward negative behaviour, then that gets repeated too.
This runaway train is taking away my zeal, enthusiasm, flair, passion, effort, focused attention, energy, and time. Time is our most precious gift because we only have a set amount of it. We can make more money, but we cannot make more time. When we give someone our time, we are giving them a portion of our life that we will never get back. Our time is our life. That is why the greatest gift we can give someone is our time.
I really don’t want to be among those good for nothing, bunch of – arrears, 6, 7, 8 pay commission, earn leave mongers.
Finally, I dreamt of owning a car in my name through SBI, adding one more vehicle to the log jam, hypothecated traffic of Itanagar, but alas! 12 years of hope and expectation is a very long time. Anyways life is what happens to us while we are busy making other plans. Whatever, the best don’t worry about being liked, they just do what their conscience tells them is right. So, I say Thank You Govt. of Arunachal. But this ain’t a ballad.

Different set of recruitment rules

This is in support of the steps taken by Nyapin Nyobia Sangram Phassang Students Union (NNSPSU) regarding anomaly in the recruitment of Accountants under residential School, SSA in Kurung Kumey District published in your daily on September 5, 2015 under the Heading “NNSPSU allege anomaly in recruitment”.
I am gratified by the awakening step taken by the Union on the Authorities of Education Department, Kurung Kumey for their misleading and mystifying acts which have shattered the aspiration of hundreds of graduates in the district. This is a mockery of our district. How come a class XII pass be, in any way, qualified as an Accountant? Such deceptive recruitment degrades the Quality of Education and defames the district itself. There are numerous B.Com./BBA and other graduates in the District who strive for a chance of entering into the department through their intelligence and qualification but if the system owns its own criteria of recruitment overlooking Government’s Recruitment Guidelines, what would be the future of young generations?
After a thorough search into the system, it has been found that on 06/12/2014, 13
candidates were selected mystifyingly with Appointment order No. NO.ED/KK/SSA/RS/SUP-
Our country needs quality Teachers-
Ignoring the qualified candidates is a big question for a democratic country like India. This way, the Corruption pervades the entire societies. Such chronic malignant tumor is expanding in the society incessantly like fission reactions and it can only be stopped if the State Government prioritizes good governance.
This is a failure of transparency of the Education Department. The aspirants of the district demand the Secretary, Education Department to take strong action against the authority for misusing the power. We also seek the intrusion of Higher Authorities into such several deceptive recruitments in various departments’ in the state so that further trickery to its denizens may be interrupted or at least minimized in future.
