DA bans fire arms, extraction of medicinal plant

ZIRO, Sept 10: District Magistrate, Lower Subansiri  Kanki Darang has issued prohibitory orders under section 144 Cr Pc against carrying and use of firearms in the jungles, sale of air gun/rifles and ammunition, extraction of forest products including medicinal plants and its parts particularly Paris Polyphylla and its marketing within the territorial jurisdiction of the district for a period of six months from the issue of this order.

The ban also includes sale and hunting of wildlife meat/birds/fish, destruction of flora and fauna, burning of jungle and felling of trees.

Anyone found violating the order shall be liable for punishment of not less than three years of imprisonment and not less that Rs. 25000 as fine under the Wildlife Protection Act.1972. (DIPRO)

 

ACS lambasts Centre on road project

ITANAGAR, Sept 10: Arunachal Civil Society (ACS) has lambasted the Centre for seeking new proposal for Itanagar-Banderdewa 2-lane highway project while rejecting the DPR for much-hyped four-lane highway project for the state capital.

While condemning the decision of the Union Ministry of Road, Transport and Highway to reject the four-lane capital highway project proposal as uncalled for, the ACR said “it is a matter of shame for the citizens of Arunachal Pradesh.”

Road plays an important role in development of strategically located state like Arunachal Pradesh, the ACS said adding “with such decision on vital road project, BJP-led NDA Govt has projected Arunachal Pradesh as it is not the integral part of India.”

 

Solung at Tezu

TEZU, Sept 10: Solung was celebrated at Tezu with traditional pomp and gaiety by the Adi community here, at Amik Ringya Hall, today.

MLA Dr. Mohesh Chai taking part at the celebration advocated for participation of all communities in festivals to foster unity.

SP Ved Prakash Surya who also took part at the celebration asked everyone to cherish the traditions and custom.

Deputy Commissioner Tamiyo Tatak speaking on the occasion hoped that the tradition will not be forgotten by upcoming generations. He advocated for holding on to one’s tradition as it is the identity.

APPRCEA seeks pay enhancement

ITANAGAR, Sept 10: The Arunachal Pradesh Panchayati Raj Contractual Employees Association (APPRCEA) has sought pay enhancement for computer assistants, peons and drivers serving in the department. The association also sought the salaries to be deposited in personal SBI accounts.

The association served a memorandum to the Commissioner, Panchayati Raj Institution in this regard. Its other demands include continuation of service and no termination of contractual employees without proper investigation.

 

Biometric enrolment at Seppa

ITANAGAR, Sept 10: Biometric enrolment for Aadhar card for East Kameng district under National Population Register begun today at Seppa with the enrolment of Sandeep Kumar Singh, DC East Kameng. To ease out the exercise, the district has been divided and demarcated into various blocks and accordingly, date and venue have been allotted to each block. Enrolment of individuals falling under the particular block or area will be done on the specific date and venue allotted to the block. DC East Kameng has made an appeal to the people of the district to come and enroll on scheduled date and venue.

Further he requested the people to come and visit the District Statistical Office, Seppa (Nodal Office for registration of NPR and Biometric enrolment) for complete information.

 

SBI customer service point inaugurated

ITANAGAR, Sept 10: The customer service point (CSP) of SBI Daporijo was inaugurated on Sept 6 last. The CSP was inaugurated in presence of Robert Rohmingliana (Field Officer, SBI Daporijo) and Mahipal Singh, coordinator of Society for Advance Village & Economy (SAVE).

Raja Bayor who owns the CSP informed that new saving account opening, small transaction & RRD (Rural Recurring Deposits) can be done by the customer at CSP. Mahipal Singh, coordinator of SAVE informed that CSP Daporijo is directly linked up with SBI branches all over India.

 

APLS sitting rearranged

ITANAGAR, Sep 10: The Arunachal Pradesh Literary Society (APLS) is going to bring a minor modification in the schedule of its literary sittings from the upcoming edition viz the 71st APLS session with the second Sunday being replaced by second Saturday of every month.

From now on, the usual session of Arunachal Pradesh Literary Society will be conducted on second Saturday of every month instead of the earlier second Sunday, informed APLS president Y D Thongchi. He added that the change has been necessitated owing to the rescheduling of Museum’s working days.

Thousands turn up for Thuking Tikhak memorial meeting

MARGHERITA, Sept 10: Officer-in-Charge, Margherita PS, Hiranya Kumar Borah who is looking after the Thuking Tikhak rape and murder case has said that charge sheet against the three accused will be filed in a month’s time. Tikhak was allegedly raped and murdered on August 29.

Today the police moved their objection for bail to the accused at the Sub-Divisional Judicial Magistrate's court.

Borah said that police will ensure that bail is not granted to the culprits.

He also added that two out of the three arrested have confessed to the crime and have blamed Sirajuddin Laskar as the main culprit.  

Today, 26 civil societies and NGOs of Assam held a memorial meeting at Margherita College, where Tikhak was a student of B.Com first year.  

Around 20000 people including students from various institutions attended the memorial service.

An all faith prayer was also held which was led by Ven. U Gunawantha Mahathero, a senior and prominent Buddhist monk of the area.

A condolence meeting was later held wherein leaders of various organisations and prominent citizens of Margherita demanded fast track trial of the three accused.

Various organisations from Changlang district also attended the meeting.

NIA announces cash reward for S S Khaplang arrest

NEW DELHI, Sept 11: Three months after the gruesome attack in Manipur that left 18 Army personnel dead, the National Investigation Agency (NIA) on Thursday announced a cash reward of Rs 7 lakh for information leading to arrest of S S Khaplang, Chief of NSCN-K, a rebel Naga group allegedly responsible for the killings.

The NIA also announced a cash reward of Rs 10 lakh on Niki Sumi, self-styled chief of the armed wing of NSCN-K, who is alleged to have led a group of rebels on June 4 and carried out an attack on Army personnel in Manipur's Chandel district.

"S S Khaplang is head of the NSCN (K) group and Niki Sumi is holding the charge of armed wing of the said group. They were closely associated with the decision to attack Assam Rifles personnel at Indira Gandhi Stadium, Kohima on March 26 and subsequent string of attacks on armed forces including the attack on 6 Dogra Regiment Convoy in Chandel district of Manipur on June 4 killing 18 Army personnel," the NIA said in a statement.

The agency said any member of the public giving any reliable information about the whereabouts of these hardcore terrorists that could lead to their arrest will be rewarded.

Khaplang is a resident of Myanmar while Sumi hails from Nagaland. There are reports that 75-year-old Khaplang was in a hospital and later shifted to Taga, a place which is at a junction of India-Myanmar-China border.

Piecing together the evidence collected so far, the anti-terror probe agency said the total number of militants who participated in the attack were 23 out of whom two were killed on June 4 in retaliatory action by the Army in Chandel district of Manipur, official sources said.

Army trucks were attacked with 'Lathod guns' and grenades by suspected terrorists of NSCN (Khaplang), killing 18 soldiers and injuring 15 others in the Manipur attack.

The militants had formed three groups to carry out the attack and explosive-laden cans were planted alongside the road to maximise the damage, the sources said.

During the investigations, NIA examined several surrendered militants of NSCN-K, who also helped them identify many of the accused.

In retaliatory strikes following the ambush, Indian Army commandos had hit two insurgent camps at different locations along Myanmar's border with Nagaland and Manipur, inflicting significant damage and casualties.

NSCN(K), which walked out of a ceasefire agreement with India in March this year, has been involved in a series of attacks in tandem with some other militant groups in the North-East under the banner of 'United Liberation Front of South East Asia'.

NIA had registered a case under various sections of the Indian Penal Code, Arms Act and Unlawful Activities (Prevention) Act in connection with the attack. PTI

 

 

GBs will be held responsible for opium cultivation: DC

CHANGLANG, Sept 10: In an effort to curb widespread opium cultivation in the district, Changlang Deputy Commissioner Wayong Khimhunsaid that Gaon Burah (GBs) of the respective villages must help stop opium cultivations in their respective jurisdiction or face being held responsible by the administration for cultivation.  

The DC asked them to report the district administration immediately on finding any area under opium cultivation within their jurisdiction.

The DC said this while inaugurating the three days awareness cum training programme of School Management Committee (SMC) and PRI members, GBs and teachers on RTE Acts, Drug Abuse, POCSO Acts, Inclusive Education and Beti Bachao Beti Padhao, organised by SSA District Mission, here at DIET Auditorium, Changlang today.

Stating that the GBs can play a key role in preventing illicit trafficking of opium and other contraband substances, he urged them to be vigilant adding that drug abuse is the main reason behind economic hardships. He appealed all to help teenagers avoid drugs in every possible way and live healthy productive lives.  

Speaking on low performing schools and low quality education in the district, the DC directed the SMC to involve GBs in their monthly meetings who will ensure teachers presence in the schools and smooth running of the classes. He also appealed GBs and SMC members for re-admission of drop out children through necessary counseling.

Handing over a monthly village report format to the GBs, the DC insisted all GBs to submit the dully filled up report to their respective administrative officers compulsorily which includes all the govt activities operating at village level and their actual performances. It was made clear that honorarium will not be sanctioned against non-performing GBs who fail to submit the report. He also asked them to check true identity of non-residents, if any, in the village to avert possible unwanted incidents.

The Deputy Commissioner also appealed the GBs to stop practice of using poisons in rivers to catch fishes adding that it not only pollutes the river but also creates serious health problems to the consumers too. He advocated for convening meetings at the respective village and sensitizing them to shun the practice.

DDSE, Changlang Hartum Loyi instructed the SMC members to submit report against erring teachers for punitive action against them. He appealed the teachers for quality work and to be a part of the solution rather than a problem by indulging in drugs abuse.

Few GBs also shared how drugs abuse alters every aspect of life.

EAC, Changlang G K Paul Choudhury deliberated on roles of GBs. Medical Superintendent Dr H Tangjang, CDPO W Khilak, and lecturer DIET N Jomoi, Changlang were the resource persons of the programme.

 

 

DC visits flood ravaged Namsing, Mer and Gadum

Villagers seek relocation

PASIGHAT, Sept 10: East Siang Deputy Commissioner Isha Khosla along with Mebo ADC Yemling Tayeng, members of District Disaster Management Authority and PRIs today visited flood affected Namsing, Mer and Gadum to have a firsthand knowledge of the plight of flood affected people and assess the Mebo-Dhola road damages caused by the flood.

DC Khosla was shocked by the quantum of damages in Mebo subdivision.

At Gadum, ASM Sinhadar Perme appealed the DC for resettlement of the villagers as a part of long term policy and further asked to provide one country boat, which the DC approved immediately.

Local leaders of the areas have appealed the DC for advance allocation of rice.

At Taratamak, EE (WRD) apprised the DC that a suitable scheme/DPR has been prepared and already been submitted to the government. While inspecting the Mebo-Dhola road, Khosla instructed the executing agency to maintain quality and lasting work. Concerned over the serious devastation made by the nature’s fury in the area, she appealed the local people including PRIs to extend their full cooperation and volunteer services to the executing agency during restoration process.  

While visiting the flood submerged agriculture cultivated lands, the DC directed the Mebo ADC and agriculture officers to submit damage assessment report soon after the flood recedes.

She also observed that major damages have been done to the transmission lines, electric poles and water supply causing total disruption in these essential services. Khosla instructed the engineers of PHED to clean up all ring wells immediately after floods recede so that people can have potable water. She also took stock of lifesaving medicines of the Namsing PHC. Reviewing the situation and measures taken to control probable post flood epidemic, Khosla advised the health officials to adopt good environmental and effective solid waste management involving communities.

Local people lauded the untiring services rendered by the Medical Officer of Namsing PHC Dr. Oson Borang during the grim situation in the area and also in villages of bordering Lower Dibang Valley district.

Receiving report from the locals on death of few cattle recently, the DC ordered the veterinary officers to examine the cases and find the causes.

At all places, Khosla urged the education department and local populace to take adequate measures so that normal schooling in the affected area is not hampered. She also inspected the restoration work of Siku NH 52 road during the day. DIPRO

 

 

DA to regulate taxi fare

ITANAGAR, Sept 10: A committee was formed with the Deputy Commissioner as the Chairman and the SP (Traffic), DTO Capital Complex, DTO Yupia, Sr Station Superintendent, EAC Naharlagun and EAC (TPT) as members to fix taxi fare in the Capital complex.

This decision was taken at a preliminary meeting regarding taxi fare held today under the chairmanship of the Deputy Commissioner Itanagar Capital Complex Mige Kamki to plan out fare from Naharlagun Railway station to other destinations.

Citing that a systematic approach is needed while fixing the fares of the taxi, the DC informed that those vehicles that fulfill the criteria of Railway Authority and Management would be eligible to ply as taxi. The DC further informed that the rates for the prepaid taxis would be fixed first and other commercial vehicles would be considered later and such vehicles would ply within the Capital Complex as well as well as to the other districts and the rates would be fixed accordingly.

Hento Karga, EAC Naharlagun suggested that the committee members should carry out  proper homework on prepaid taxis, including the kilometres from the Railway Station to other destination while also considering the fuel and other maintenance charges  based on which an approximate rate should be fixed.

Rijiju’s intervention sought for early construction of Capital highway

ITANAGAR, Sept 10: A joint delegation of Itanagar-Banderdewa Highway Land Affected Peoples Forum (IBHLAPF), All Arunachal Pradesh Youth Organisation (AAPYO), Panchayat leaders and Gaon Burahs have   submitted a memorandum to the Union Minister of State for Home Affairs Kiren Rijiju on Sept 2 last and requested him do the needful for early execution of the 4-lane Banderdewa to Itanagar highway road project.

Pointing out the frequent incidences of landslides in Karsingsa sinking zone, loss of lives and suffering of commuters due to traffic jam in congested road, the delegation in its memorandum said there is urgent need for construction of the highway to mitigate the sufferings of the people.

In a joint statement, the organisations claimed that the Minister has assured the delegation to look into the matter for early execution of the Banderdewa to Itanagar four-lane road project.

 

 

Army to conduct open recruitment rally at Tawang

APSCW condemns rape incident, seeks status report

ITANAGAR, Sept 10: The Arunachal Pradesh State Commission for Women (APSCW) today strongly condemned the recent incident of rape and psychological harassment of a 7 year old student of Liitung Liimang Public School at Geku by her teacher.

Taking suo-moto cognizance of the case, the Commission has written a letter to the Superintendent of Police of Upper Siang district to furnish the status report of the case and to expedite the investigation. The Commission, however, appreciated the quick action taken by the Upper Siang Deputy Commissioner in this regard.

Expressing concern over the rise in the instances of crime against children, especially against innocent and minor girl in the state in recent times, APSCW chairperson Mitali Tingkhatra said there is an urgent and serious need to deliberate on the issue by involving all the stakeholders and the public.

Mitali, who is also chairperson of the Arunachal Pradesh State Commission for Protection of Child Rights (APSCPCR) further said that the children are the future of the nation, they should be given an ample opportunity to realize their dreams and to live their life freely and with dignity.

“The perpetrators of most of these cases are those who were entrusted to protect and guide them. These call for checking the erosion and degradation in our morality and the need to impart value education among the masses” she added.

 

 

Winter Session could be advanced

to pass GST Bill: Naidu

NEW DELHI, Sept 11: The government, which had to give up its plan to call extended Monsoon Session of Parliament to get the GST Bill approved, said on Thursday that the Winter Session could be advanced immediately after the Bihar polls to pass the key reform measure, which it proposes to roll out from April next year.

Asking Congress, which virtually vetoed the government's plan to convene the special session, to "eschew from negative politics", Parliamentary Affairs Minister M Venkaiah Naidu said there is still scope for meeting the deadline for the GST Bill and expressed readiness to call an early Winter Session, which usually begins in the third week of November.

"I am terribly disappointed that we could not have the extended session to take up an important legislation like GST Bill, which is the need of the hour. But I have not given up my hope," he said here.

To a question on whether the government is still hopeful that it will be able to roll out GST from April 2016, Naidu replied in affirmative, saying there is still scope for this.

He indicated that the government is toying with the idea of the Winter Session immediately after the Bihar polls are over on November 8.

"Still there is scope. Once the Bihar elections are over, we can make one more effort. We have the Winter Session. It can be preponed. We can still meet the deadline," he said.

Holding that the public opinion is very strongly in favour of the GST Bill, Naidu said he was hopeful that Congress may revisit its stand on the issue.

He said Congress had participated in the debate over Lalit Modi controversy in Lok Sabha after earlier taking the stand of "no resignation, no discussion". PTI

Ensure proper utilization of fund

Every year, during monsoon season North East region gets battered due to the heavy rainfall. Monsoon causes large scale devastation even leading to the death of many citizens. While low lying state like Assam gets affected by wave of floods the hilly states like Arunachal, Mizoram, Manipur etc witness massive landslides.  Year after year flood causes massive destruction and ruins government as well as public properties. The worst affected are the poor people.

Besides losing their valuable items, many of them suffer from the outbreak of diseases. Sadly national media hardly covers the hardship faced by the people of NE region. Also most of the NE states are totally dependent on central government for fund in order to rebuild the flood ravaged region. Sometimes delay in the release of fund from central government creates trouble for the flood affected states. Today Assam Chief Minister Tarun Gogoi claimed that state government was yet to get flood-management funds of an estimated Rs 1,270 crore from the Centre for the last three years. If true, it is a matter of serious concern. Government of India should release fund on time, so that flood affected people can be rehabilitated with utmost care. On their part the state government should ensure that money received under flood-management fund is not be misused by the local authorities. Especially in Arunachal, the allegation of the misuse of relief and rehabilitation fund often crops up.

Illegal encroachment in govt quarters

Dear Editor,

Prayer for immediate spot verification of department quarters at Polo Colony, Naharlagun, wherein forceful illegal encroachment is going on. As a result, some of the occupants/allottees had already surrendered the quarters due to frequent disturbance and threat of dire consequences, if reported to the authority.

There is gross encroachment of Co-operative quarters at Polo Colony, Naharlagun by some unknown persons. They are not only encroaching but they are also damaging the public property like roads, drains, fencing, walls, buildings etc. which is causing nuisance. The occupants especially, the non-tribal have been compelled to give up/surrender the quarter because of frequent disturbance.

Further it is to inform you that I along with some of the aggrieved occupants of govt quarters had already informed the concern authority but due to lenient action against the encroachers, now, they have started to construct permanent structure by damaging the roads, drains, fencing, quarters. As a result of it we have no other option but to surrender/give up the quarters and shift to rented house.

Therefore, I highly request that the concern authority visit each and every RCS quarters Polo Colony, Naharlagun.

This ain’t a ballad

Dear Editor,

It’s really surprising to gulp the truth that this year also I am not included in the absorbing list. Despair and helplessness written large on my face. I believe I have given the best years of my life into facilitating the ever growing young minds of every school I came along in the best possible way I could.

I had a temper like many others, winning was everything. But life is bigger than that, we should take the larger view over the horizon, then, we will see there is a whole world out there. Not to see the good in others is to deny their talent, is to lack generosity. All of the time we talk about quality Education. Where this quality does comes from? – Dedication, sincerity, enthusiasm, willingness, caring, concern makes quality I suppose. I question the Government, if you don’t see, does it not exist? Whenever we reward positive behaviour, it gets repeated, but when we reward negative behaviour, then that gets repeated too.

This runaway train is taking away my zeal, enthusiasm, flair, passion, effort, focused attention, energy, and time. Time is our most precious gift because we only have a set amount of it. We can make more money, but we cannot make more time. When we give someone our time, we are giving them a portion of our life that we will never get back. Our time is our life. That is why the greatest gift we can give someone is our time.

I really don’t want to be among those good for nothing, bunch of – arrears, 6, 7, 8 pay commission, earn leave mongers.

Finally, I dreamt of owning a car in my name through SBI, adding one more vehicle to the log jam, hypothecated traffic of Itanagar, but alas! 12 years of hope and expectation is a very long time. Anyways life is what happens to us while we are busy making other plans. Whatever, the best don’t worry about being liked, they just do what their conscience tells them is right. So, I say Thank You Govt. of Arunachal. But this ain’t a ballad.

High MBBS fees

Dear Editor,

Through the esteem column of your newspaper, we would like to throw some light on the expenses of medical studies in Maharashtra and also want to draw the attention of Department of Health Education, Government of Arunachal Pradesh in this regard.

For first year our college fees was Rs 61,561/- and for the second year we paid Rs 82,443/- And we feel like we are studying in some private institution. For lower middle class like us it is a lot of money. And that was only college fees which doesn’t include hostel fees or food. This is the fee structure of all government medical colleges of Maharashtra and since there are three GOI medical seats for Arunachal Pradesh in Maharashtra, therefore we all face the same problems. The reason for fee is that we are considered open category in Maharashtra whereas the people of ST categories or any other categories pay around Rs 12,111/- only as their college fees. The other thing is that in our college there is another GOI seat for union territories and our seniors of GOI seat from Lakshadweep get refund of all the college fees after showing the fee receipt. They get refund for their travelling expenses.

As we reach the end, we would humbly urge the Ministry of Health and Education, Govt. of Arunachal Pradesh to look into this matter and take some appropriate action.

Different set of recruitment rules

Dear Editor,

This is in support of the steps taken by Nyapin Nyobia Sangram Phassang Students Union (NNSPSU) regarding anomaly in the recruitment of Accountants under residential School, SSA in Kurung Kumey District published in your daily on September 5, 2015 under the Heading “NNSPSU allege anomaly in recruitment”.

I am gratified by the awakening step taken by the Union on the Authorities of Education Department, Kurung Kumey for their misleading and mystifying acts which have shattered the aspiration of hundreds of graduates in the district. This is a mockery of our district. How come a class XII pass be, in any way, qualified as an Accountant? Such deceptive recruitment degrades the Quality of Education and defames the district itself. There are numerous B.Com./BBA and other graduates in the District who strive for a chance of entering into the department through their intelligence and qualification but if the system owns its own criteria of recruitment overlooking Government’s Recruitment Guidelines, what would be the future of young generations?

After a thorough search into the system, it has been found that on 06/12/2014, 13 candidates were selected mystifyingly with Appointment order No. NO.ED/KK/SSA/RS/SUP-STAFFS-54/2013-14/11200 by the Concerned Authority out of which 12 candidates were only class XII passed. Besides Accountant, there are several illegal and incessant appointments of SSA Teachers. That too, appointed without notification.

Our country needs quality Teachers- a teacher who transforms the configuration of students’ brain and help them create a scientific-imaginary-new world but today we see a person who never knew ABC of grammar becomes a Teacher by the recommendation of Concerned Authority. How astonishing is that? I wonder how would be their students. No offense, I know there are many teachers who deserve huge round of applause.

Ignoring the qualified candidates is a big question for a democratic country like India. This way, the Corruption pervades the entire societies. Such chronic malignant tumor is expanding in the society incessantly like fission reactions and it can only be stopped if the State Government prioritizes good governance.

This is a failure of transparency of the Education Department. The aspirants of the district demand the Secretary, Education Department to take strong action against the authority for misusing the power. We also seek the intrusion of Higher Authorities into such several deceptive recruitments in various departments’ in the state so that further trickery to its denizens may be interrupted or at least minimized in future.
